Club Membership

Club Membership fee is $50 plus maintenance/insurance dues of $20.00 for first time members.  Thereafter, to remain a current member and receive all member benefits, the maintenance/insurance dues of $20.00 must be paid annually.

When you receive the Membership Card you may use the range facilities subject to availability for scheduled matches or other club events .







Article I – Introduction


Section 1:  Organization Name:  The name shall be:  Owensville Gun Club, Inc.


Section 2:  Objective:  The club shall be organized to:


a.       Promote the use of firearms for sporting, recreational and competitive purposes.

b.      Provide public information and training on the safe use of firearms.


Article II - Membership


Section 1:  Eligibility:  Any citizen of the United States who is at least 18 years of age that may legally own and/or possess firearms in the state of Missouri.


Section 2:  Regular Member:  Any eligible person who has made application for membership and has paid the initial membership and insurance/maintenance fees.  Memberships are for life unless revoked for cause (see Article 2, Section 7).  A lifetime membership does not entitle a member to full privileges unless their current annual maintenance/insurance fee has been paid (see Article 2, Sections 5 and 6).


Section 3:* Member Family Plan:  Applies to a member’s minor children (under 18 and living in household). Who will pay annually only one insurance/maintenance fee (even if more than one).Minor children must be accompanied by member. Minor children may become regular member at 18 by paying the initial membership and annual insurance/maintenance fees.  If there are no Minor children in the household, the spouse must also pay the initial membership fee and insurance/maintenance fee.

Section 4:  Membership and Maintenance/Insurance Fees:  A fee of $50.00 is established for an initial membership and a fee of $20.00 is established as the annual maintenance/insurance fee.  These fees may be changed, as necessary, to meet obligations of the Corporation by a majority of the eligible members voting at an annual meeting.


Section 5:  Current Membership:  Current members are those members who have paid the maintenance/insurance for current club year:  The current club membership year shall be from January 1 through December 31.  Maintenance/insurance fees become due on the first day of January no matter what month, in a previous year, a member actually joined (Exception:  A person who joins in December shall be considered as having a valid membership through the next club membership year). 


As an accommodation to members who paid their maintenance/insurance fee the previous year there will be a grace period for paying the current maintenance/insurance fee through the last day of February of the current club year.  A current member shall enjoy all privileges:  use of ranges, pricing at matches where applicable, eligibility to make purchases from CMP, voting privileges at annual meetings, and eligibility to rent club facilities (unless privilege is revoked for failure to properly maintain or use club property).


Section 6:  Non-Current Membership:  Members who have not paid the current club year maintenance/insurance fee by March 1 shall not: have range use privileges, receive membership pricing at matches, be certified as a current member to make purchases for the Civilian Marksmanship Program (CMP), have voting privileges at annual meetings, or be eligible to rent club facilities for private functions until such fees are paid.


Section 7:  Suspension of Membership:  A membership may be temporarily suspended by any club officer or official for the following reasons:


  1. Theft, destruction or damage of club property.
  2. Unsafe handling of firearms including failure to follow common safety rules whether or not those rules have been formally established by the club.
  3. Unsafe or unsportsmanlike conduct while using the range facilities.


Any club officer or official who observes this type of conduct shall obtain the name of the member involved and notify the member that his/her membership is being suspended and direct the member to immediately leave the range.


The club officer or official shall then contact the club president and explain the circumstances.  The president shall determine, based on the circumstances, if a meeting of the club officers and officials should be called to vote on a revocation of that membership.


Section 8:  Revocation of Membership:  Memberships shall be for life unless revoked, for the following reasons, by a majority vote of the Board of Directors present at a meeting called for that purpose.  This meeting shall be held within 30 days:


  1. Theft, destruction or damage of club property.
  2. Unsafe handling of firearms including failure to follow common safety rules as established by the National Rifle Association.
  3. Unsafe or unsportsmanlike conduct while using the range facilities.


Any person whose membership has been revoked shall not be permitted to use club facilities even as a guest or to participate in any club or benefit scheduled event.


Article III - Meetings


Section 1:  Annual Meeting:  An annual meeting of the members shall be held each year on the 3rd Sunday of February or a date designated by the President.    The annual meeting shall be held to conduct club business and elect club officers (see Article VI), President, Vice President, and Secretary/Treasurer, along with Trustee(s) and Field Captains and for the transaction of other business that may be presented at the meeting.


Section 2:  Place of Meeting:  The meeting shall be held at the clubhouse located at the Owensville Gun Club or at an appropriate location designated by the President.


Section 3:  Notice of Meeting:  A notice of the annual meeting shall be sent, in January, to all members with a valid address on the Corporation’s member list.  The President may direct that the annual meeting notice not be send to members who have not paid their annual maintenance/insurance fees for at least the 3 consecutive years immediately prior to the current year.


Section 4:  Quorum:  A quorum shall consist of those current members in attendance at the annual meeting.


Section 5:  Action by Membership:  A majority of votes cast, in person by a current member, at a validly called meeting represented by a quorum, in person, shall authorize action by the Corporation, except as otherwise provided by law, the Articles of Incorporation, or these By-Laws.


Section 6:  Special Meetings:  A special meeting of Board of Directors may be called by the President, Trustees or three Field Captains/Officers as necessary, to conduct club business between annual meetings. 


Article IV – Officers and Officials


Section 1:  General Powers:  The sole governing powers shall be vested in the Board of Directors, who shall manage the business, property and affairs of this Corporation.


Section 2:  The Board of Directors shall consist of the following officers and club officials:


 Officers:  President, Vice President and Secretary/Treasurer, and


Club Officials:


                  Sporting Clays Field Captain

                  Skeet Field Captain

                  Trap Field Captain

                  Silhouette Field Captain

                  Youth Shotgun and 4H Shooting Sports Captain

                  CMP and High Power Rifle Field Captain

                  Pistol Field Captain

                  Other Field Captains as required


Section 3:  Term of Office:  Officers and officials shall be elected at the annual meeting by a majority of the current members voting (See Article VI).  Term of trustees shall be for 3 years with one trustee being elected at each annual meeting.  All other officers and officials shall be elected for a term of one year.


Section 4:  Vacancies:  In the event of any vacancy of any club officer or official position, for any reason, the president is authorized to fill that position with a qualified member.  That member shall serve in that position until the next annual meeting.


Section 5:  President:  The President shall be the principal officer of the Corporation and shall, in general, supervise and control all the business and affairs of the Corporation.  He or she shall preside at all meetings of the members and special meetings of the officers and officials.  He or she may sign, with the Secretary/ Treasurer or any other proper officer there unto authorized by the membership, certificates of the Corporation, any Deed, mortgages, bonds, contracts, or other instruments which the membership has authorized to be executed, except in cases where the signing and execution thereof shall be expressly delegated by the Corporation, or shall be required by law to be otherwise signed or executed; and in general shall perform all duties incident to the office of President and such other duties as may be prescribed by the Board of Directors from time to time.


Section 6:  Vice President:  In the absence of the President, or in the event of his inability or refusal to act, the Vice-President shall perform the duties of the President, and when so acting, shall have the powers of and be subject to all the restrictions upon the President.  The Vice-President may sign, with the Secretary/ Treasurer, Certificates of the Corporation; and shall perform such other duties as from time to time may be assigned to him by the President or by the Board of Directors. 


Section 7:  Secretary/Treasurer:  The Secretary/Treasurer shall:

a)      Keep the minutes of the annual meeting of members.

b)      See that all notices are duly given in accordance with the provisions of these By-Laws or as required by law.

c)      Be custodian of the Club records.

d)      Keep a register of the post office address of each member which shall be furnished to the Secretary by such member.

e)      Sign, with the President or Vice-President, certificates of the Corporation, the issue of which shall have been authorized by resolution of the Board of Directors.

f)        In general, perform all duties incident to the office of Secretary and such other duties as from time to time may be assigned to him or her by the President.

g)      The Secretary shall serve as custodian of the By Laws.  The Secretary shall be responsible for publishing and posting such By-Laws as adopted by the members.

h)      Have charge and custody of and by responsible for all funds and securities of the Club; receive and give receipts for moneys due and payable to the Club from any source whatsoever and deposit all such moneys in the name of the Club in such banks, trust companies or other depositories as shall be selected by the President.

i)        In general, perform all the duties incident to the office of Treasurer and such other duties as from time to time may be assigned to him by the President.

j)        Render to the President and at the annual meeting of the members or whenever the President may require it, and account of all his transactions as Treasurer and of the financial condition of the Club.


Section 8:  Field Captains:  Field Captains shall be responsible for the safe conduct of club matches for their respective disciplines.


Section 9:  Trustees: Trustees shall be responsible for oversight of club business to include, but not limited to, certificates of the Corporation, any Deed, mortgages, bonds, contracts, or other instruments which the membership has authorized to be executed.  They shall insure that club business is conducted in accordance with the By-Laws adopted by the membership. 


Section 10:  By-Law Changes:  These By-Laws may be altered, amended, or repealed and new By-laws may be adopted, wholly or in part, by a majority of the current members voting at the annual meeting.  Between annual meetings, additions or revisions, as necessary, may be made by majority vote of the Board of Directors.  Any additions, amendments, or revisions made to the By-Laws by the Board of Directors shall be presented for approval to the current membership voting at the next annual meeting.


Section 11:  Rules and Regulations:  The Board of Directors shall make and enforce Rules and Regulations for the safe use of the facilities provided by the Corporation.  The Secretary shall cause such rules and regulations to be posted on the club bulletin board, including any changes, which may from time to time, be adopted by a majority vote (see Article V, Section 2) of the Board of Directors.


Section 12:  Vacancies:  In case of the death, resignation or disqualification of one or more the officers or officials, the President of the Corporation may fill each such vacancy for the unexpired term of office.


Article V – Board of Directors


Section 1:  Management:  The management, control and general supervision of the assets of the corporation shall be done by the Board of Directors.  The Board of Directors shall consist of the club Officers and Officials, except Trustees, listed in Article IV, Section 2.


Section 2:  Quorum:  When transacting club business, including changes to the By-Laws and Rules and Regulations, a minimum of six members shall constitute a quorum.  Any club business shall require a majority vote of the members, representing a quorum, in attendance.  If a majority vote is not achieved, no action may be taken on that business under consideration.


Section 3:  Chairman:  The President of the Corporation shall serve as Chairman at the meetings of the Board of Directors.  In his/her absence, the Vice President shall serve as the Chairman.


Article VI – Election of Officers and Officials


Section 1:  Nominations:  Election of club Officers and Officials shall be conducted at the annual meeting.  Nominations for each office may be made from the “floor” by any current club member.  A maximum of three candidates may be nominated for each office or position.


Section 2:  Election:  Club officers and officials shall be elected by majority of the current members (see Article 1, Section 5) voting at the annual meeting.  If a candidate does not receive a majority of votes, voting shall continue until a majority is received.  If there are three candidates for a position and a majority is not received by any candidate on the first vote, the person receiving the fewest votes shall be removed from consideration.  Voting will then continue until one candidate receives a majority of the vote.


After the first vote, a candidate may request their name be removed from the ballot for subsequence votes.


Voting will normally be conducted by voice vote, or when necessary, by visual count.


Elected Officers and Officials shall assume their duties and authority immediately after the close of all election business.     







1.   Range hours are from 8:00 AM until dusk except a later time is permitted on the trap and skeet range when lights are used.  No shooting shall be permitted before 8:00 AM under any circumstances.


2.   The facilities of the Owensville Gun Club are to be used only by current club members (those who have paid the current year’s insurance/maintenance fee) and their guests.  Current members may bring guests to the range for recreational (non-match) shooting and/or participation in a scheduled club shooting event or benefit match.  For scheduled club matches and events there is no limit to the number of guests a member may bring.  For non-match shooting a current member shall use a maximum three firing position for him/her self and his/her guests when using more than three positions would prevent other current members from using the range.


3.   Non-club members may attend and participate in any scheduled club shooting event or 

benefit match without being accompanied by a club member.  For normal recreational shooting, guests (including family members) must be accompanied by a current club member.


4.   To insure that anyone using the range is a current member, any Officer, Official or club member may ask anyone using range facilities to show a current year’s membership card.  The immediate prior year’s membership card shall only be valid through the last day of February of the current year.  On or after March 1each year, members shall provide a current membership card when requested.  Anyone who can’t provide a current membership card shall have the option of paying the maintenance/insurance fee (only if a non-current member) or leaving the range.    


5.   Members shall follow generally accepted safety rules as established by the National Rifle

Association (NRA) for the handling of firearms, at a minimum, the following: 


      Always keep the gun pointed in a safe direction.

      Always keep your finger off the trigger until ready to shoot.

      Always keep the gun unloaded until ready to use.
      Know your target and what is beyond.

      Know how to use the gun safely.
      Be sure the gun is safe to operate.

      Use only the correct ammunition for your gun.
      Wear eye and ear protection as appropriate.

      Never use alcohol or over-the-counter, prescription or other drugs before or while shooting.

      Be aware that certain types of guns and many shooting activities require additional safety precautions.    


6.   Use of firearms shall be conducted only on the established ranges for that specific purpose except as necessary for scheduled club matches.  Only pistol and rimfire caliber handguns, rifles and carbines are permitted on the Pistol/Rimfire Range.  Rifle caliber handguns shall be fired on the Rifle Range.  Firearms of all types, unless otherwise noted, may be used on the Rifle Range.  Members shall not use the clay pits/ponds or other non-range areas for any shooting purpose even if the other ranges



7.   When shooting is being conducted at the high power and/or pistol/rimfire ranges, no person  shall proceed down range, for any purpose, until the firing line for that range is made safe.  When a request is made to make the line safe, all shooters shall be given a reasonable time to clear ammunition from their firearms and leave the action open.  All shooters must acknowledge their firearms are in a safe condition before anyone proceeds down range. 


8.   Courtesy and cooperation between members using the range are essential for   

everyone’s safety especially when a club Officer or Official is not present to act as Range Officer.  Frequency of requests to make the line safe so one may check or change a target should be reasonable so as not to interfere with the enjoyment of others using the range.


9.   Firearms shall not be handled whenever anyone is down range.  This includes, but is not limited to: making sight or other adjustments, inserting or removing magazines or

ammunition, casing or uncasing of firearms when arriving at or leaving the firing line.


10.  Alcohol shall not be consumed, on premises, by anyone who will be handling or shooting any firearm.  Persons who have consumed alcohol before coming to the range shall not participate in any recreation shooting, scheduled event or benefit match.


11.  Shooters on the rifle and pistol/rimfire ranges shall arrange their shooting position and target stand so that bullets will impact safely on that range.  They shall not fire cross range at

such an angle where their bullets could leave the range on which they are shooting.


12.  Any firearm capable of full automatic fire is not permitted unless it is operated strictly in semi-automatic mode.  Other firearms that would be distraction to other shooters for noise or muzzle blast (i.e. firearms chambered for .50 BMG) are not permitted anytime.


13.  Only paper, plastic or steel targets shall be used on the rifle and pistol/rimfire ranges.  Steel targets must be placed at an appropriate distance from the shooting line to prevent ricochets from striking other shooters or observers.  Shooters shall remove their targets from the range upon completion of their shooting time.  Used targets must be taken home or placed in a trash receptacle. 


14.  Use of club facilities shall be governed using the following order of precedence:

       a. Scheduled club or benefit match or event.

       b. Scheduled private event

       c. Individual current member

All scheduled and private matches or events shall be coordinated with the club Secretary to avoid multiple bookings for the same date/time and facility.


15.  Failure to follow these rules may result in the suspension or revocation of membership.
